Annual Parish Meeting - 12th May 2026

Draft Minutes of the Annual Parish Meeting held in the Hub Main Street Nocton at 6:30pm on the 12th May  2026

1.Welcome and Apologies for Absence. The Chair of the Parish Council Cllr Andy Hone thanked all for their attendance and saying how pleased he was by the amount of people in attendance. The Chair also notified the gathering that there are two vacancies for Members on the Parish Council.

 

Apologies for absence had been received from Councillor Dick Marshall and Councillor Ian Carrington LCC.

 

2. Minutes of the Annual Parish Meeting held on 13 May 2025: the minutes of 2025 meeting were accepted council duly executed by the Chair of the Council as a true and accurate record of the meeting.

 

Prior to the address from Ben Wills the Chair of the Council invited Ms Sue Christie of Renew to give a short presentation based on their organisation which meets in the hub most Thursdays. Sue gave an overview of what the organisation is all about and stated that whilst it is based on Christian values you don’t have to be religious to join their group and said that should anyone wish to gain further information either come along on a Thursday or go on The UK website which has 300 venues listed and learn more from there.

 

3. Presentation on current plans regarding Nocton Hall and Hospital site:  Ben Wills of 360 Rural who is the site owners’ (Leda Properties) local agent addressed the gathering. Ben updated the gathering on what was going on now and what had been done in the recent past relating to ground clearing and tree management around the Old Hall and a planning application is going to be submitted to approve a new fence around the Old Hall. He said that the tree clearing had been done on advice gained from an Arboriculturist who had used a traffic light identification method and assured the gathering that all the work in the red section will either have been done, or soon will be done.

 

Regarding any redevelopment. Ben stated that the site owners had applied for the whole site to be allocated for housing development within the new Central Lincolnshire Local Plan (CLLP) call for sites to (if approved) be identified in the new local plan as potential housing development. He went on to explain the CLLP area incorporates North Kesteven, West Lindsey, the City of Lincoln and with some imput from the Lincolnshire County Council.

 

He stated that the site was not classified in the Local Plan as a redundant MOD site fit for development, or as Brownfield Land as the local planning authority (LPA) do not consider it meets that criteria. If the site is allocated the site owner/developer will consider a low-density development and consider the routes of access and egress from the site.

 

He also stated that he believed that while their application to de-list the was not successful (and remains a Grade II listed building) that the Old Hall had its description altered to state that it was in a ruinous state would help any future listed building consent application which the landowner/developer may wish to make either to support the remaining masonry in a safe manner or partially demolishing it while retaining the valuable architectural artefacts in some manner. 

 

 Public Participation Session in response to the presentation: Several members of the gathering asked Ben questions relating to a proposed development and he did his best to answer them as a possible scenario rather than as a matter of fact because everything is undecided until at the very least the CLLP have considered the site and then the site owners will have to decide their way forward. All the possibilities of developing the site were discussed such as holiday lodges and solar panel installations but again nothing concrete could be discussed or decided as the site is being determined in an application process.

 

The Chair of the Parish Council thanked Ben for his presentation and for answering  the residents questions and went on to thank all of the members of the public present for their valued contribution to the meeting and assured all present that the Parish Council will keep the community informed of any developments appertaining to either the Old Hall or the RAF Hospital site.

 

In closing the meeting, he invited the members of the public present to stay for the Annual Parish Council meeting if they so wished.
