County/District Councillors report

Councillor Carrington gave an update regarding the Weberg Road enforcement action with NKDC and stated he had met the deputy director of development control Mark Williams last Friday and he assured us that the enforcement action is proceeding, but it is rather complex.

On other planning matters he said that the Central Lincolnshire Local Plan (CLLP) consultation input will begin in the last week of October and continue through to the first week in December. Should the parish Council want to contribute they should do so before the deadline and after having asked residents for their views.

He also went on to say that he had attended a meeting at the Duke of Gloucester barracks at Grantham where there is an initiative for parish councils to help integrate off base military personnel who live in their community

There was a question from a member of the public regarding infrastructure in proposed new developments; where upon Councillor Carrington said this is built in to the CLLP policies.

There was also a question for Councillor Carrington from a member of the public regarding booking arrangements for Lincoln Tip.

Agenda Items

1) Apologies for absence apologies were noted from Councillor Andrew Davy and District Councillor Dave Parry.

2) There were no declarations of interest.

3) It was agreed to accept the minutes of the Full Council Meeting held on the 8th of September 2026 as a true and accurate record of the meeting and the Chair to sign as such.

4)The Chair of the Council reported that he attended the Hub User Group meeting and reported it was a useful meeting: a safety rail was discussed at the rear of the building, strategic lighting at the back of the building also storage was discussed. The Chair also reminded members that the 2027/28 budgeting process would soon get underway.

5)The Hub manager reported that everything is in order and bookings are still increasing.

6)The Clerk went on to expand on what Councillor Ian Carrington had said regarding Wegberg Road and future planning matters, he confirmed that the correspondence was up to date with no matters outstanding.

7) Lamp post repair: The Chair of the Council set out his proposal which has been previously circulated regarding the replacement of lamp standards and lamp fittings. It was resolved to carry out the replacements out of our own funds on a yearly basis rather than take up a loan to replace them all in view of the recent National Grid survey on the existing wooden poles. One replacement lamp and standard would be done this year the cost being approximately

£1,580.00, one thing that is not certain at the moment is the cost of traffic control.

9) Planning Enforcement: it was agreed that this matter had been fully discussed doing Councillor Carrington and clerks respective reports.
