Public Questions will be taken prior to the start of the meeting, in accordance with Nocton Parish Council Standing Orders.

1. APOLOGIES FOR ABSENCE

2. DECLARATION OF INTERESTS

Members of the Parish Council are required to declare any personal or prejudicial interests they may have in any matter which is to be considered at this meeting. 

In addition, any private or personal non-pecuniary interest in a matter to be considered at this meeting should also be declared (unless it is insignificant or one which is shared with other members of the public generally as a Council Tax payer or an inhabitant of the area). 

3. MINUTES

To approve the Minutes of the Parish Council Meeting held on 14 January 2020 (copy attached).


4. REPORTS OF REPRESENTATIVES

To receive reports from the following:
a) Local Police
b) District Councillor (DCllr Laura Pearson, DCllr Nick Byatt)
c) County Councillor (CCllr Ron Oxby)

5. PARISH CLERK

a) To consider the Parish Clerk’s Report (to follow)
b) To note the Financial Report

6. NOCTON VILLAGE HALL/COMMUNITY HUB REDEVELOPMENT

a) To note the current position regarding the rebuilding of the Village Hall.
b) To receive a report from Cllr P. Johnston-Davis on the current work of the Community Building Management Group (CBMG), including any recommendations or proposals relating to the following issues:
i. The internal colour scheme; to note that in accordance with the decision at the last meeting, and following consultation with all parish councillors and the Social Club, it has been decided to install “Classic Oak” wood-effect safety flooring to the Leisure Area and Events Hall at an additional cost of £1253.
ii. The appointment of a temporary Caretaker and Cleaner
c) To receive any updates regarding the Premises Licence
d) To receive any updates regarding the Debit Cards for use by named persons.
e) To receive an update on the WREN/FCC Funding Publicity Plan
f) To note the current position regarding the submission of the grant application to NKDC for £2,500 towards the purchase and installation of a CCTV system. 

7. FINANCIAL ACCOUNT FOR NOCTON HUB 

a) To consider the setting up of a ring-fenced facility within the current PC bank account, for the payment and holding of funds for Nocton Hub Working Group relating to ‘the ‘Easy Fund Raising’ scheme.

8. PLANNING APPLICATIONS AND ISSUES

a) To consider the following planning applications:
i. 20/0042/TCA – Hawthorne House, Main Street, Nocton. (comments by 6 Feb)
ii. 20/0019/HOUS Gap In The Hedge Moor Lane Potterhanworth.
iii. 19/1540/VARCON Plot 3  Land At Red House Farm  Main Rd. Potterhanworth. 
iv. 20/0084/TPO - Rostrop Road, Akriotiri Square & Amenity Field, Nocton. (comments by 14 February).
v. 20/0146/TPO – 33 The Park, Potterhanworth

b) To note the following planning decision:
i. 19/1661/VARCON Rushfield Lakes Station Road Potterhanworth - approved

9. STRAW ON THE HIGHWAY

To receive any update from the County and District Councillors on the problems of straw continuing to be deposited on Main Street and Potterhanworth Road (both on the highway, pavements and private driveways).

10. PROGRESS REPORTS OF PARISH COUNCILLORS ON THEIR PORTFOLIOS

To receive verbal reports from Parish Councillors on their portfolios.

11. NOCTON PARISH COUNCIL – DATE OF NEXT MEETING

To note that the next meeting of the Parish Council will be on 10 March 2020, 7.00 pm, at The Hive, Wasps Nest.

12. TO RESOLVE WHETHER TO EXCLUDE THE PUBLIC AND PRESS FOR CONSIDERATION OF THE FOLLOWING CONFIDENTIAL MATTERS. 

Should this resolution be passed, members of the public and press will be required to leave the meeting at this stage.


a) To consider confidential guidance for Parish Councils received from the National Association of Civic Officers and the Ministry of Housing, Communities and Local Government regarding certain emergency and planning issues.
