NOTICE OF PARISH COUNCIL MEETING

Dear Councillor,

You are hereby summoned to attend the next Full Council Meeting of Nocton Parish Council which will be held at the Nocton Hub, Main Street, Nocton at 7.00pm on Tuesday, 12th September 2023 at which the under mentioned items of business will be transacted.

The period for public participation will be a maximum of fifteen minutes at the start of the meeting and a maximum of ten minutes at the conclusion of the meeting. The public may address the Council on current matters or issues that may become future agenda items. Reports from County and District Councillors may also be given during this time.

Ben Wills from 360 Rural will provide an update on Nocton Hall / Hospital development starting at 7.00pm.

 

Public Forum and County/District Councillor reports will take place before the meeting starts.

 

AGENDA

1. Apologies for Absence: To receive any apologies for absence in accordance with Local Gov. Act 1972, Sch. 12, para. 40 and accept apologies where valid reasons for absence have been given to the Parish Clerk prior to the meeting.

2. Declarations of Interest: To receive any declarations of interest under the Localism Act 2011 and to consider any written requests for dispensations for items on the agenda not previously recorded on member’s register of interests.

3. Minutes: To approve as a correct record the notes of the Full Council Meeting held on 11th July 2023 and the Extra-ordinary Meeting held on 27th July 2023 and to authorise the Chair to sign them as the official minutes.

4. Chair’s Report: To receive a report from the Chair of the Council.

5. Hub Manager’s Report: To receive a report from the Hub Manager and to consider any outstanding matters.

6. Acting Parish Clerk’s Report: To receive a report from the ex acting Clerk/RFO of the Council (including an update on finances).

7. Personnel Committee: To receive a report from the Personnel Committee

8. Grant and Donations Policy: To ratify proposed changes to clarify elements of the Grant and Donations Policy

9. Remembrance Day Wreath: To agree the purchase of a Remembrance Day Wreath to be placed on the village green.

10. LCC Litter Picking Kits: To update the meeting and to agree how the kits might be best used.

11. Improved Hub Access: To update the meeting on thoughts for improving access to the Hub - including to agree the purchase of a doorbell for the Hub.

12. Village display: To outline thoughts for a Nocton Village display inside The Hub event room and to discuss how best this might be achieved.

13. Nocton 200 Club grant application: To consider making a grant of £73.59 for replacement electrode pads for the Hub defibrillator

Planning Matters

14. To note and consider any planning applications received or determined since the last meeting and to decide any comments or further action that the Council wishes to take.

Legal matters

15. To note the current position and agree next steps regarding the negotiations with AG Property Associates for the removal of various restrictive covenants on the land on which the Hub is built.

Financial Matters

16. (a) To note the current bank balances

(b) To ratify the payments for July / August and to approve the list of upcoming payments.

17. Date of Next Meeting: To confirm that the next meeting of the Council will take place on 10th October 2023.
