Dear Councillors,

You are hereby summoned to attend an Extra-ordinary Meeting of Nocton Parish Council to be held in the Nocton Hub, Main Street, Nocton on TUESDAY, 24 JANUARY 2023 AT 7.00 P.M. for the purpose of considering those matters set out below.

SUBMISSION OF PUBLIC QUESTIONS

At the time of the publication of the Agenda, no questions had been received under Standing Order No. 1 (e).  However, prior to the consideration of the formal business there will be an opportunity for a maximum period of fifteen minutes for members of the public to raise issues associated with any item on the meeting’s agenda.


A G E N D A

Members of the public and others present at the meeting are politely asked not to attempt to participate in the discussion of agenda items unless specifically invited to do so by the Chair.

1. Apologies for Absence

At the time of the publication of the agenda no apologies for absence had been submitted to the Acting Parish Clerk.

2. Declarations of Interest

Members of the Parish Council are required to declare any personal or prejudicial interests they may have in any matter which is to be considered at this meeting.  In addition, any private or personal non-pecuniary interest in a matter to be considered at this meeting should also be declared (unless it is insignificant or one which is shared with other members of the public generally as a Council Tax payer or inhabitant of the area).

3. Annual Budget and Precept Report 2023/24 

To consider and approve the Parish Council Budget (including that for Nocton Hub) for 2023/24 and the associated level of precept (report previously circulated).


4. Replacement Bench – Village Green

Further to Minute No. 12 of the meeting held on 8 November 2022, to consider purchasing a replacement bench for the Village Green at a cost of £447 (excl. VAT and fixing).

5. Village Green – Coronation Event

A request has been received for use of the Village Green on Sunday, 7 May for a “street party” type event to celebrate the King’s Coronation.  This event would replace the annual “Picnic on the Green” and the Parish Council is asked to consider granting permission to the organisers for use of the Green.

6. Dates of Future Meetings – Revisions to Calendar of Meetings

The dates of the next ordinary meetings of the Parish Council are currently 14 February, 14 March and 11 April 2023.  However, as the April meeting falls on the day after Easter Monday, it is proposed that it be rescheduled to 18 April.  It is also proposed that the March meeting similarly be re-scheduled to ensure a four-week gap between meetings and, as such, be held on 21 March.

With Parish Council elections due on 4 May, and assuming that the new Parish Council wishes to continue the long-standing tradition of meeting on the second Tuesday of each month, the first meeting thereafter would fall to be held on 9 May and would be the Annual Meeting.  To ensure that there is sufficient time to prepare the necessary meeting paperwork, etc following the election (and given that the intervening weekend is the Coronation and 8 May a Bank Holiday) it is proposed that the Parish Council’s Annual Meeting be held on 16 May with all subsequent meetings returning to the second Tuesday in each month.

At the conclusion of the public session, there will be a period of ten minutes in which members of the public may ask questions and/or comment on the issues discussed by the Parish Council during the course of the evening or to raise any other matters of concern or interest.
