March 21st 2023 - Full Council Meeting Agenda

Dear Parishioner,

You are hereby invited to attend the next Full Council Meeting of Nocton Parish Council which will be held at the Nocton Hub, Main Street, Nocton at 7.00pm on Tuesday 21st March 2023 at which the under mentioned business will be transacted.

The period for public participation will be a maximum of fifteen minutes at the start of a meeting and a maximum of ten minutes at the conclusion of a meeting. The public may address the Council on current matters or issues that may become future agenda items. Reports from County and District Councillors may also be given during this time.

AGENDA

1. Apologies for Absence in accordance with Local Gov. Act 1972, Sch 12, para 40. To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting.

2. To receive any declarations of Interest under the Localism Act 2011 and to consider any written requests for dispensations for items on the agenda not previously recorded on member’s register of interests.

3. To approve as a correct record the notes of the Full Council Meeting held on the 21st February 2023 and to authorise the Chair to sign the official minutes.

4. Nocton Hub - To receive the Hub Manager’s Report and to consider any updates on any matters outstanding.

5. To receive the Clerk’s Report

6. To consider a request from a resident to replace the old fingerpost sign on the corner of the bridle path in Nocton

7. To consider a request from Citizens Advice Mid Lincolnshire for a donation

8. To approve the purchase of a replacement bench on the Village Green

10. To decide whether to discontinue the Parish Council’s Small Society Lottery Registration

11. To approve the Updated Asset Register

12. To approve the Risk Register

13. To receive a report on the Council’s readiness for audit and to appoint an Internal Auditor

14. To receive an update on Insurance renewal and agree Insurance values

15. To receive an update on the payroll service; to decide whether to operate payroll in-house; and to note issues to be rectified.

16. To decide whether to discontinue Easy Fundraising

17. To review the banking mandate and to confirm authorised signatories

18. To approve paying for the garden waste collections service with NKDC by direct debit

19. To ratify the payments for February 2023 and note the receipts

20. To approve the Bank Reconciliation Statements as at 28th February 2023

21. Council to resolve to move into closed session in accordance with the Public Bodies (Admission to Meetings) Act 1960 to discuss the following confidential items:

Staffing Matters

22. To ratify changes to the Village Keeper’s Contracted Hours and Job duties

23. To ratify changes to the Hub Manager’s Contracted Hours

24. To consider and note Staff Pay Changes to be applied April 1 st 2023

25. To note the end of the temporary RFO’s employment with Nocton Parish Council with effect from 30 March 2023
