Personnel Committee – Constitution and Terms of Reference

 

Constitution

The Personnel Committee is a formally constituted Committee of Nocton Parish Council.

A minimum of 3 Parish Councillors shall be appointed to the Personnel Committee (excluding the Chair of the Parish Council). The quorum shall be 3 parish councillors.

The Committee shall appoint its Chair annually as the first item of business at its first meeting and/or at the Annual Meeting of the Parish Council in May.

Personnel Committee members will be required to stand down at the Annual Meeting of the Parish Council when a new membership will be appointed for the following year.

The Committee shall meet as and when required.  However, it is required to meet at least once per year to undertake the annual review of the Parish Council’s policies and procedures as they relate to employee/employer relations and associated matters.

The Committee shall be convened by the calling of a meeting by the Parish Clerk. Meetings may also be convened by the Chair of the Personnel Committee or two members of the Committee by written request to that Chair at any time.  A meeting may also be requested by the Parish Council itself.

The Chair shall have the power to invite other individuals with specific skills and expertise to attend any meeting if deemed beneficial to the conduct of business.  Such persons shall not have voting rights on any matter.

The Parish Council’s Standing Orders shall apply to meetings of the Personnel Committee as they relate to meetings generally, rules of debate, the taking of minutes, declarations of interest and other relevant matters.

 

Terms of Reference

The purpose of the Personnel Committee is to keep under review all personnel-related policies and procedures adopted by the Parish Council, specifically those which relate to:

- Bullying and Harassment/Dignity at Work

- Disciplinary, Dismissal and Grievance

- Equal Opportunities and Diversity

- Health and Safety

- Lone Working

- Safeguarding

 

In so doing, the Personnel Committee will make recommendations to the Parish Council for any amendment, etc at least annually.

The Committee shall ensure that the Parish Council follows best practice in providing good working conditions for staff, including having regard to their health and safety and personal well-being.

The Committee may propose new personnel-related policies and procedures for approval and adoption by the Parish Council.

The Personnel Committee will also undertake specific tasks as delegated by the Parish Council under Standing Orders.

Unless specifically authorised by the Parish Council, the Personnel Committee will not become involved directly in matters relating to the appointment or dismissal of individual members of staff nor the hearing or determination of grievances, etc, such matters being dealt with under the appropriate policy.  It may, however, offer advice on such matters if called upon to do so.
