Minutes of the Meeting of Nocton Parish Council held in the Village Hall, 
Main Street, Nocton on Tuesday, 9 October 2018 at 7.00 pm

PRESENT: Cllr M. Kaye (Acting Chair) Cllr N. Faulkner, Cllr Jane Kania, Cllr M. Williams
Also present: Ruth Keillar (Clerk), CCllr R Oxby* (arrived during agenda item 8)
Seven members of the Public.

PUBLIC QUESTION TIME
No questions had been received at this time.

ACTING CHAIR. It was proposed by Cllr M. Williams and seconded by Cllr N. Faulkner that Cllr M. Kaye take the role of Acting Chair due to the absence of the Chair and Vice-Chair. Cllr M. Kaye accepted the role and it was noted as agreed.

247 APOLOGIES AND REASON FOR ABSENCE
Apologies had been received from, Cllr Ian Goldsworthy (Chair), Cllr Elisabeth Murray (Vice Chair), Cllr Graham Jones – reasons accepted. 

248 DECLARATIONS OF INTEREST ON ANY ITEM ON THE AGENDA
None received.

249 MINUTES 
It was proposed by Cllr N. Faulkner, seconded by Cllr M. Williams and it was RESOLVED that the Minutes of the meeting of the Parish Council held on 11 September 2018 be taken as read and signed as correct. 

250 REPORTS OF REPRESENTATIVES
a) Local Police – No representatives were in attendance. The police report had been received; no reported crimes during the period 9th September 2018 to 9th October 2018
b) Village Hall Management Committee – Cllr M. Williams had attended the meeting on 25 September. (circulated to all).
c) District Councillors – None present 
d) County Councillor – see minute 258 d).

251 PARISH CLERK
The Parish Council noted the Clerk’s report, which had been circulated previously. 
Report Item discussed:
Item j) – Winter Maintenance Service:
It was proposed by Cllr M. Williams, seconded by Cllr N. Faulkner and it was RESOLVED that the Parish Council would not participate in this scheme.

Correspondence received 05 10 2018 regarding the Nocton News Straw Topic. It was agreed that a response be sent in due course.

252 NOCTON VILLAGE HALL – PROPOSED REDEVELOPMENT
a) To receive any updates regarding the proposed redevelopment. Nothing to report.
b) It was noted that the Tree survey took place on 27 September.
c) It was agreed to investigate convenient dates for an update meeting with Ian Walton, Simons Group.
d) To receive any updates regarding grants, bids and funding applications. Cllr M. Williams reported that the bid to the Armed Forces Grant had been unsuccessful.
e) It was noted that at the next meeting Cllr I. Goldsworthy will report the following:
the outcome of (c) and update of (d) above and the current position regarding the drafting, etc of the Charitable Trust.

253 PUBLIC WORKS LOAN
To receive any updates to the application. No update has been received.

254 NEIGHBOURHOOD PLAN
It was noted that Potterhanworth PC has agreed to the proposal to appoint Ann Skippers Planning to carry out the works associated with the proposed amendments to the Nocton and Potterhanworth Neighbourhood Plan. Potterhanworth PC has noted that the costs will be covered by a grant.

255 PLANNING APPLICATIONS AND ISSUES
a) The Parish Council considered the following applications:

i. 18/1246/FUL Land South off Branston Causeway Bardney. 
ii. 18/1223/FUL - Potters Lodge Plough Hill Potterhanworth Booths. Comments by 12 October. Potterhanworth PC has requested that Nocton PC supports their objection to this application.
It was agreed that a comment be submitted to NKDC
iii. 18/1292/TPO – The Retreat, Nocton Hall. 
iv. 18/1309/TPO – 28 The Park, Potterhanworth
v. 18/1192/HOUS - Beech Holme Moor Lane Potterhanworth
vi. 18/1222/FUL - 31 The Park Potterhanworth. Comments by 20 October
vii. 18/1260/FUL -  Plot 7 Red House Farm Main Road Potterhanworth. 
viii. 18/1333/TPO - Friars Crag, Main Street, Nocton. 
ix. 18/1199/FUL -  5 Woodlands Close Potterhanworth. 
x. 18/1353/TPO – 1 Woodland Drive, Nocton. 
xi. 18/1288/HOUS 3 The Park Potterhanworth – 
xii. 18/1376/TCA - land adjacent to Nocton Rd, Potterhanworth. 

b) The Parish Council noted the following decisions received.
i. 18/1048/OUT -  Land Adjacent To 7 The Avenue Nocton – approved
ii. 18/1111/LBC 18 Old Four Row Main Street Nocton - approved

c) 18/1197/TCA – Tree on Green adjacent to Abbotts Barn. No TPO has been applied to this application. 
    It was agreed that the works can be completed as per the quote for £150. (14   August, minute 230 and 11 September minute 242 c.).

d) To receive any updates to the non-completion of tree works relating to application 16/0872/TPO. No further update has been received from the NKDC Tree Officer.

256 CHRISTMAS SEASONAL ACTIVITIES
a) It was proposed by Cllr J. Kania, seconded by Cllr N. Faulkner and it was RESOLVED to provide refreshments for the Village Carol Singers, 13 December, up to £25.
b) It was proposed by Cllr M. Williams, seconded by Cllr N. Faulkner and it was RESOLVED to purchase a Christmas tree up to £100 (+VAT).
c) It was proposed by Cllr J. Kania, seconded by Cllr N. Faulkner and it was RESOLVED to provide refreshments for the PC meeting of 11 December, up to £30.

257 NOCTON NEWS
i. It was agreed that adverts should not be permitted in Nocton News.  
ii. It was agreed to post Nocton News onto the PC website

258 PROGRESS REPORTS OF PARISH COUNCILLORS
a) Cllr N. Faulkner reported that 
i. the hedging adjacent to Hill Holt is still overgrown and causing a hindrance to the view from vehicles. Cllr N. Faulkner pointed out that there was a legal requirement for landowners to prevent vegetation from adversely affecting the highways. It was agreed to contact the owner to enquire as to progress following the previous request.
b) Cllr J. Kania reported that 
i. she had contacted the School to remind the new contacts there that they were welcome to submit any planned events for publication in Nocton News.
ii. She had pointed out the legal requirement concerning vegetation/trees affecting public rights of way to the school
iii. She has asked for a meeting with the new staff members in order to establish a relationship.
c) Cllr M. Williams reported
i. The light, number 16, at the corner of Potterhanworth Road is still not working. The Clerk reported that the engineer had telephoned to confirm repair. It was agreed that Cllr M. Williams report the light using the Highways portal: https://fixmystreet.lincolnshire.gov.uk/
d) CCllr R Oxby gave a verbal report and will forward a copy for the PC website.
Following a comment by Cllr N. Faulkner, CCllr Oxby agreed to investigate the Highways signage relating to the current roadworks, which appears to be misleading. He also agreed to progress arrangements for a meeting of all interested Authorities concerning the straw litter problem on local roads.

259 NOCTON PARISH COUNCIL – DATES OF FUTURE MEETINGS
It was noted that the next meeting of the Parish Council will be on 13 November at 7pm.

Public Question Session 7:56pm
i. A member of the public commented that due to the straw lorries issue, he had investigated the costs for tree trimming and had been quoted £125 and would need to apply to NKDC. He raised the concern that householders are being penalised by the continued issue of straw debris.
ii. A member of the public asked if there was any further update regarding the Solicitors who have been asked to work on behalf of the PC re the VH rebuild, and also the trees situation. Cllr M. Kaye confirmed that these issues were ongoing and would be reported at the next meeting.
iii. A member of the public pointed out that the straw lorries were detouring via Branston, due to the roadworks in the parish.
