AGENDA ITEMS AND MINUTES

1. Apologies for Absence: To receive any apologies for absence in accordance with Local Gov. Act 1972, Sch. 12, para. 40 and accept apologies where valid reasons for absence have been given to the Parish Clerk prior to the meeting.

  • Apologies received from Cllr Marshall

2. Declarations of Interest: To receive any declarations of interest under the Localism Act 2011 and to consider any written requests for dispensations for items on the agenda not previously recorded on member’s register of interests.

  • Nothing declared

 

Public Forum - no points were raised by the attending members of the public.

 

3. Land to the rear of Nocton Hub: To note the detail contained in the “Land behind the hub summary document” and to agree to instruct our solicitors in the matter using the “Draft letter to John Roper” or an amended version thereof. 

  • During this agenda item the two members of the public left the meeting.

  • It was unanimously agreed to instruct our solicitors in the matter using an amended version of the “Draft letter to John Roper”.  Amendments agreed were to add the following requirements:

    • Confirmation that the previous covenant referred to in the proposed document was that held by the Parish Council.

    • Confirmation that access to the Hub would be maintained in the event of works carried out on the 8 metre strip between the Hub and the house known as Pegasus by AG Properties or their successors in title.

    • A request for clarification of the timescale anticipated for agreement to be reached.

  • The above was unanimously agreed.  Proposed Cllr Robinson; seconded Cllr McDonnell.

4. Acting Clerk / Interim Cover: To provide an update on progress to recruit a temporary Parish Clerk and Parish RFO.

  • Council was informed that the post of Temporary Parish Clerk had been offered and accepted by an individual who is currently Parish Clerk in another council locally with a start date of 1st September for a 6 month period.  The position of temporary RFO remains unfilled.

5. Councillor Training: To consider whether the PC should subscribe to the LALC Annual Training Scheme for 2023/24.

  • It was unanimously agreed to join the LALC ATS for the remainder of 2023/24 at a cost of £85 plus VAT (in lieu of paying £65 plus VAT per day).  Proposed Cllr McDonnell; seconded Cllr Peplow.

6. Tree works application 23/0851/TPO: 

  • Due to the poor condition of the trees involved it was unanimously agreed that the Parish Council should make no comment on this application.  Proposed Cllr Duff; seconded Cllr McDonnell.
