DRAFT MINUTES - PARISH COUNCIL MEETING
Tuesday 8th October 2024 at 7.00pm
MEMBERSHIP:
Chair: Councillor Andy Hone
Vice-chair: Councillor George McDonnell
Councillors: Paul Browne, Martin Duff, Richard Robinson, Richard Marshall, (1 vacancy)
Clerk: John Money RFO: Gordon Roe
Attendance: Cllrs Hone, McDonnell, Robinson, Duff, Browne plus 9 members of the public.
The Council Chair Councillor Andy Hone opened the meeting at 7:00 pm and welcomed Councillor's and all members of the public present.
Public forum (15 minutes)

Resurfacing of Nocton Hall Drive had been completed following much prompting. However, members of the public were warned to watch out for speeding motorists along the newly smooth surface.

A volunteer is required to assist with the production of the village welcome pack - during the meeting a volunteer stepped forward!

A question was raised as to whether the future of the allotments were in question.

The offer of a free of charge Christmas tree for the hub was made and gratefully accepted.
County and District Councillors' reports - none in attendance
In the absence of The Clerk, Cllr Hone volunteered to be acting Clerk for the meeting
Agenda Items:
1. Apologies for Absence: Apologies received from Cllr Marshall, Parish Clerk & Cllr Carrington
2. Declarations of Interest: None
3. Minutes: To approve as a correct record the notes of the Full Council Meeting held on 10 September 2024 and to authorise the Chair to sign them as the official minutes. Approved and signed with one amendment to item number 2.
4. Matters arising from previous meetings: Three outstanding items were identified. (i) Manhole cover is still to be replaced (ii) Village volunteer scheme to be suggested (iii) LALC audit actions to be finalised
5. Chair’s Report: A significant amount had been achieved in the last month including (i) repair of the hub driveway by LCC and Balfaour Beatty volunteers; (ii) External light and hand dryer fitted; (iii) Hall and corridor redecoration; (iv) Grant application completed; (v)Village entrance fences painted. All concerned were thanked for their efforts. Additionally, the tombola box will now be advertised as available; there remains a councillor vacancy; External audit results have been received and are favourable; Remembrance Sunday wreath has been purchased and Cllr McDonnell will perform at the service in Potterhanworth to represent Nocton.
6. Hub Manager’s Report: Bookings steady
7. Parish Clerk’s Report: Grant application completed in time. All correspondence up to date. The Clerk has been offered and accepted the role of temporary clerk at Metheringham PC which will have no impact on duties at Nocton PC. Clerk has offered to fit the dado rail (see item 8 below) FOC and is qualified to do so.
8. To approve expenditure of up to £250 to purchase, install and paint a dado rail in the event hall to protect the walls from future marking. A future request may be made to paint below the dado rail with a protective coat. Proposed Cllr McDonnell, seconded Cllr Duff and agreed unanimously. Action: Clerk & Chair to arrange / install
9. Planning Matters: Application ref 24/1104/TCA supported by NPC. Action: Clerk to complete online comment
10. Financial Matters:
(a) To note the current bank balances - Noted
(b) To ratify payments for the month of September 2024 and to approve the list of upcoming payments and to agree on the detail to be included in future bank reconciliations. Current layout approved and understood by all. Action: Chair to discuss minor alteration with RFO
11. Date of Next Meeting: To agree the date of the next meeting of the Council - 12/11/24
Public forum (10mins): No items raised
The Chair then thanked the public for their attendance and moved the meeting into private session
12. To agree next steps in the matter of the Cellar Floor. It was agreed to invite the builder for a final, formal meeting at The Hub with the Chair and Clerk in attendance.
13. To agree next steps in the matter of the transfer of land and lifting of restrictive covenants between Nocton Parish Council and AG Property Associates Ltd. It was proposed by Cllr Duff and seconded by Cllr McDonnell and agreed unanimously to ask The Clerk to sign the transfer documents and to return them to our solicitors for exchange with AG. Action: Clerk & Chair
