You are hereby summoned to attend a Meeting of Nocton Parish Council to be held in the Nocton Hub, Main Street, Nocton on TUESDAY, 12 JULY 2022 AT 7.00 P.M. for the purpose of considering those matters set out below.

SUBMISSION OF PUBLIC QUESTION 
 
At the time of the publication of the Agenda, no questions had been received under Standing Order No. 1 (e).  However, prior to the consideration of the formal business there will be an opportunity for a maximum period of fifteen minutes for members of the public to raise issues associated with any item on the meeting’s agenda. 
 
A G E N D A 
 
Members of the public and others present at the meeting are politely asked not to attempt to participate in the discussion of agenda items unless specifically invited to do so by the Chair. 
 
1. Apologies for Absence 
To receive any apologies for absence. 
 
2. Declarations of Interest 
Members of the Parish Council are required to declare any personal or prejudicial interests they may have in any matter which is to be considered at this meeting.  In addition, any private or personal non-pecuniary interest in a matter to be considered at this meeting should also be declared (unless it is insignificant or one which is shared with other members of the public generally as a Council Tax payer or inhabitant of the area). 
 
3. Minutes of the Meetings of the Parish Council 
To approve the minutes of the meeting of the Parish Council held on 16 June 2022 (to be circulated). 
 
4. District and County Councillor Reports 
To receive reports from the (a) County Council and (b) District Council representatives. 
 
5. Parish Clerk’s Report 
(a) Schedule of Payments – To note the following payments made and income received since the last meeting 
  
 
(b) Parish Council’s Bank Accounts, etc: 
 
To note the following position as at 30 June 2022: 
 
PC Main Account: £27,280.01; Hub Account: £11,474.13; 
Nocton 200 Club Account: £1,359.59 (£700 to be transferred to PC Main A/c in respect of contribution to new Defibrillator) 
 
(c) Change to Bank Mandate 
 
To approve the addition of the Chair and Vice-chair to those persons listed on the Bank Mandate entitled to submit payments for authorisation.  Currently, only the Parish Clerk can do this and, in her absence on leave, etc, it is necessary for there to be an alternative means of being able to make payments to staff and suppliers, etc. 
 
(d) Correspondence 
To receive an update on any correspondence received. 
 
(e) Freedom of Information Request 
The Parish Council has received a Decision Notice from the Information Commissioner dated 8 June 2022 confirming that it (the PC) was entitled to rely on Section 40(2) (personal information) of the FOIA to withhold information sought by a complainant relating to an alleged criminal offence and the salary of the Parish Clerk. 
 
(f) Application to the Nocton 200 Club 
To consider a retrospective application to the 200 Club in connection with the Nocton Dog Show held on 10 July (to be circulated). 
 
6. Nocton Hub 
(i) To note the minutes of the Hub Management Group held on 23 May 2022 
(circulated previously) 
 
(ii) To note the current position regarding the following matters: 
 
(a) External Noticeboard for The Hub 
(b) Anti-fungal Paint to Cellar Room 
(c) Commemorative Plaque 
(d) CCTV 
 
(iii) Future of the Hub Managing Group – Proposals for Change (Discussion paper circulated previously) 
 
7. Planning, etc Issues 
At the time of the publication of the agenda, there were no planning applications in Nocton requiring comment. 
 
8. Nocton Hall and former RAF Hospital Site 
To note the current position. 
 
9. Date of Next Meeting 
To note that the next meeting will be held on Tuesday, 9 August, 2022 (subject to their being sufficient business to transact). 
 
At the conclusion of the public session, there will be a period of ten minutes in which members of the public may ask questions and/or comment on the issues discussed by the Parish Council during the course of the evening or to raise any other matters of concern or interest. 
 
10. Exclusion of the Press and Public from the Meeting 
To agree to exclude the press and public from the meeting during consideration of the following items on the ground that the nature of the business to be transacted is confidential. 
 
11. Staffing Matter 
To consider a staffing matter.
